Livelihood Manual

Developmental schemes adopt specific strategy and employ resources with the main, if not sole, objective of enhancing the quality of the people by ensuring the livelihood security. Such schemes become all the more focussed towards such objective if they are meant for socially disadvantaged and economically backward inhabitant of ecologically degraded and fragile region. Watershed programmes are based on one such approach of ensuring livelihood security through participatory and scientific management of natural resources.

Operational Guidelines

Through the years, there have been some clear shifts in approach of the Watershed Development Programme. The earlier physical structure focus has been replaced by a focus on overall development of the natural resource base, the top-to-bottom approach has given way to a participatory mechanism, the sectoral approach has been replaced by an integrated approach and involvement of village level institutions has replaced the departmental approach. Besides, application of technology has become people friendly. These subtle changes are in the right direction and needs to be strengthened. The "New Common Guidelines” includes all these and much more.

The manual will play a key tool of practical guidance to the field engineers at village lev-el as well as district levels. Many of field engineers are joining as fresh without any practical experience and many field engineers not having relevant field experiences will get the bene-fited from this manual.
